COVID-19 Emergency Small Business Assistance Initiatives
Under the leadership of Governor JB Pritzker, the IL Department of Commerce and Economic Opportunity is working with partners to launch emergency assistance programs for Illinois small businesses. These initiatives include:Paycheck Protection Program
The Paycheck Protection Program is a loan designed to provide a direct incentive for small businesses to keep their workers on the payroll. SBA will forgive loans if all employees are kept on the payroll for eight weeks and the money is used for payroll, rent, mortgage interest or utilities.
You can apply through any existing SBA 7(a) lender or through any federally insured depository institution, federally insured credit union, and Farm Credit System institution that is participating. Other regulated lenders will be available to make these loans once they are approved and enrolled in the program. You should consult with your local lender as to whether it is participating in the program.

Lenders may begin processing loan applications as soon as April 3, 2020. The Paycheck Protection Program will be available through June 30, 2020.
Hospitality Emergency Grant Program
To help hospitality businesses make ends meet in the midst of the COVID-19 pandemic, DCEO is launching the Hospitality Emergency Grant Program with $14 million drawn from funds originally budgeted for job training, tourism promotion, and other purposes. Grant funds are available to support working capital like payroll and rent, as well as job training, retraining, and technology to support shifts in operations, like increased pick-up and delivery. Bars and restaurants that generated between $500K and $1M in revenue in 2019 are eligible for up to $25,000, and bars and restaurants that generated less than $500K in revenue in 2019 are eligible for up to $10,000. Hotels that generated less than $8M in revenue in 2019 are eligible for up to $50,000.
Who is eligible?
Bars and restaurants with a valid license to serve food or liquor and who generated revenues of less than $1 million in 2019. Hotels with a valid license (hotels, motels other lodging establishments) and who generated revenues of less than $8 million in 2019.
What can grant funds be used for?
For bars and restaurants, based on the business needs identified in the grant application, funds can be used to support working capital (rent, payroll, and other accounts payable), job training (such as new practices related to take out, delivery and sanitation) and technology enabling new operations as well as other costs to implement that technology.
For hotels, funds can be used as working capital to support the retention of employees.
How do businesses apply?
Businesses can submit an application online here: Landing Page, English Application, Spanish Application. Applications for awards will be accepted until 5:00pm on April 1st, and winners will be chosen via a lottery, therefore, there is no benefit to submitting an application first as long as a valid, complete application is received by the deadline.
How much money is available?
$14 million is available under this program.
- Bars and restaurants that generated less than $500,000 in annual revenue last year will be eligible for up to $10,000.
- Bars and restaurants that generated between $500,000 and $1M in annual revenue last year will be eligible for up to $25,000.
- Hotels that generated less than $8 million in annual revenue last year will be eligible for up to $50,000.
How soon will businesses receive funds?
Accion will notify businesses on April 4th if they have received an award. Accion and DCEO are striving to make funds available to awarded businesses within two days of receiving the necessary bank information from an awarded grantee.
Illinois Small Business Emergency Loan Fund
DCEO and the Illinois Department of Financial and Professional Regulation (IDFPR) are establishing the Illinois Small Business Emergency Loan Fund to offer small businesses low interest loans of up to $50,000.
Businesses located outside of the City of Chicago with fewer than 50 workers and less than $3 million in revenue in 2019 will be eligible to apply. Successful applicants will owe nothing for six months and will then begin making fixed payments at a below market interest rate for the remainder of a five-year loan term. Starting Friday, March 27, interested businesses will be able to express interest at a form that will be posted on the DCEO webpage.
Who is eligible?
Small businesses located outside of the City of Chicago with fewer than 50 workers and less than $3 million in revenue in 2019 can apply. Small businesses within the City of Chicago can apply to a similar loan program here.
What can loan funds be used for?
Loans can be used to support working capital.
How do businesses apply?
Businesses will be able to complete an interest form on the web page on Friday, March 27, 2020.
How much money is available?
Businesses can receive up a low interest loan of up to $50,000 with a 5 year repayment period with no payments due for the first six months.
How soon will businesses receive funds?
Eligible businesses will be invited to submit a full application beginning on April 1. Once submitted, we will strive to make a loan decision within 10 days, and make funds available within two days of receiving bank information from a business.

Some Suggestions for Bartlett Restaurants & Small Businesses
Evaluate if slight pivots in your operations could be made to create a new forms of income.
Modify & Add to Current Practices:
- During this crisis, the Village will be allowing eating and drinking establishments to sell packaged liquor. Your business may have products that are normally complementary to your services but could be now sold as a retail good to help sustain your business.
- If you are a restaurant, could you start doing delivery in addition to carry-out and curbside pickup? How would that work? Should you charge for delivery or use a service like GrubHub, UberEats or DoorDash? Village staff would be glad to assist you in signing up.
- If you are coffee shop with no drive thru - could you offer to bring customer orders out to their car, for example carhop style?
- If you are a restaurant or retailer, look at online ordering options with pickup or local delivery.
- If you are an accountant, attorney or financial advisor, check out one of the many free or low-cost video conferencing options which allows easy "face to face" communication with your clients. Zoom offers unlimited one on one video conferencing for free for two or fewer users. Paid accounts for three or more attendees are available. Uber Conference gives you free 45-minute meetings for up to 10 participants. There are a host of tech tools to meet this need - Skype, GoToMeeting, FaceTime, Facebook Live.
- Send invoices digitally and allow your customers to pay without visiting your store or location. There are many low-cost online invoicing systems which allow you to send invoices and get paid online, for instance Wave Apps or Invoicely.
- Not so comfortable with high tech? The phone still works, but you must create a system to track payments and redemption of gift certificates when the buyers come in to use them.
Gift Cards & PrePay Options:
- Offer gift certificates as a way for patrons to support you now. Let your customers know that they can purchase gift cards or gift certificates from you now for use at a later date.
- You may want to consider offering discounted gift cards, for example purchase a gift card with a $100 face value for $75. If you have a website, consider adding an online store with digital gift certificates as a product. If you can't use your website for this function check out Gift Up, or Square.
- Sell merchandise? Ask your customers to support you through this tough time by buying a hat, tee-shirt or some other option to be fulfilled at a later date.
- Like the gift card model, pre-payment of products and services will help you get cash in the door for fulfillment in the future. But please do not do this if you're not tracking your commitments.
- Speak to your customers directly through social media, direct marketing or direct email. Create daily points of contact and let them know what steps you are taking to keep your employees and customers safe.
- Call to action. If you don't ask, you probably won't receive. Ask customers to support your business and tell them how to best support you.
- Finally, focus on your existing customers. Acquiring new customer is hard, expensive and time consuming. Update your current customers on changes to your business that may affect them. Being proactive and having direct lines of communications with your existing customers will build and sustain long term customer loyalty.
