Bids and Requests for Proposals
Bartlett offers outside vendors and organizations a number of opportunities to do business with the Village. Below is a list of current bids/RFPs.
AMENDED NOTICE TO BIDDERS
The Village of Bartlett is accepting sealed bids for its Bartlett Hills Clubhouse Expansion Project (the “Project”) located at 800 West Oneida Avenue, Bartlett, Illinois, 60103, to be performed in strict compliance with the Specifications and Drawings prepared by Lindstrom Associates, LLC dated August 5, 2014 (the “Architect”) and in strict compliance with the Contract Documents (the “Project Work”).
Sealed bids must be submitted on forms furnished by the Village of Bartlett and will be accepted at the Village of Bartlett Municipal Building, 228 South Main Street, Bartlett, Illinois, 60103, Attention: Lorna Giless, Village Clerk, until 10:00 a.m. on October 29, 2014, at which time said Bids will be publicly opened and read aloud. Each bid must be accompanied by a bid bond, certified check, cashier’s check or bank draft in an amount equal to ten percent (10%) of the bid, made payable to the Village of Bartlett.
The Prevailing Wage Act (820 ILCS 130/01, et seq.) shall apply to the Project Work.
The successful Bidder for the Project Work will be required to submit a Payment Bond and Performance Bond (collectively, the “Bonds”) each in the amount of 110% of the Contract Sum, naming the Village of Bartlett as primary obligee, in form acceptable to the Village, co-signed by a surety company authorized by the Illinois Department of Insurance to issue and sign sureties in the State of Illinois and in accordance with the requirements set forth in the Bid Documents to guaranty the performance of contractor’s obligations under the Contract Documents and the payment of all labor and materials furnished for the Project Work as more fully explained in the Contract Documents. The cost of said Bonds, Letter of Credit or cash bond shall be included in the total bid amount set forth in the Bid Proposal.
CONTRACT QUALIFICATIONS – The successful bidder must have successfully completed at least three (3) projects of similar size, scope and complexity, at least one of which was for a governmental agency. Additionally, the successful bidder must have self-performed at least 20% of the work. Self-performing at least 20% of the work will be required for this Project as well.
DRAWINGS, SPECIFICATIONS AND PROJECT MANUAL – Copies of drawings and specifications and the Project Manual may be obtained by bidders in the Bartlett Building Department at the main office of the Village of Bartlett, 228 South Main Street, Bartlett, Illinois, beginning October 15, 2014. Copies of plans and specifications and/or a CD containing PDF files of the drawings, specifications and Project Manual may be purchased for a $25.00 non-refundable fee, or they may be downloaded at no cost using this link: Barlett Hills Clubhouse Expansion Project. Drawings, specifications and the Project Manual may also be examined at the offices of the Village of Bartlett in the Building Department between 9:00 a.m. and 4:30 p.m., Monday through Friday. Bidders wishing to receive future addenda, if any, must register of record with the Building Director at firstname.lastname@example.org requesting to be placed on the plan holders list maintained by the Building Department and include the company name, contact, telephone number and e-mail address.
SITE INSPECTION – Bidders may inspect the site and existing conditions prior to bidding. The site is located at the address shown above.
QUESTIONS DURING BIDDING should be addressed to Brian Goralski, the Bartlett Building Director, at email@example.com. The ensure fairness to all bidders and consistency of response, only written questions submitted via e-mail will be answered. PHONE CALLS WILL NOT BE ACCEPTED. REQUESTS FOR BIDDER LISTS FROM ANY PARTY DURING THE BIDDING PROCESS WILL NOT BE HONORED. Questions submitted will be answered in the form of an addendum issued to all plan holders of record if the scope of work is affected.
A MANDATORY PRE-BID CONFERENCE will be held on October 22, 2014 at 10:00 a.m. at the Bartlett Hills Clubhouse, 800 West Oneida Avenue, Bartlett, Illinois, 60103. The bid submitted by a bidder that failed to have a representative present at the said mandatory pre-bid conference will be disqualified.
It is anticipated that the Village of Bartlett will award the Contract to the successful Bidder on November 18, 2014. The Project Work must commence the week of January 5, 2015 and be performed in strict compliance with the Contract Documents, with substantial completion of the banquet room work by February 27, 2015 and with substantial completion of the lounge room work and the balance of the Project Work by March 13, 2015. Final completion of the Project Work, including any punch list items, must be completed on or before March 27, 2015. Time is of the essence and in the event the Project Work is not timely completed, liquidated damages for delay will be assessed in the amount of $500.00 per day for the banquet room work that is not substantially completed by February 27, 2015, and $250.00 per day for the lounge room work, and remaining Project Work that is not substantially completed by March 15, 2015. Liquidated damages will be assessed in the amount of $1,000 per day for any Project Work not completed by March 27, 2015.
The Village reserves the right to reject any and all bids, accept all or part of a bid, and to waive minor irregularities and nonconformities in any bid when it is in the best interest of the Village.
